Rule 3.9.1 |
The District Scout Council The District Scout Council supports and encourages the development of Scouting in the District. Under the chairmanship of the District President, it shall hold an Annual General Meeting in June each year to: (a) approve the Annual Report of the District Executive Committee and the audited financial statement, and to send a copy of the Report to the Regional Commissioner; (b) confirm the District Commissioner's nomination of the District President, District Honorary President, and the District Chairman; (c) elect District Vice-President, District Vice-Chairmen, a District Secretary and a District Treasurer; (d) appoint other Members of the District Executive Committee as provided in 3.9.4; (e) appoint a District Auditor; (f) ratify the budget of the District for the current year as approved by the District Executive Committee; (g) consider and approve other matters concerning the District. |

Membership of the District Scout Council The District Scout Council consists of: (a) The District President; (b) The District Commissioner; (c) District Honorary Presidents and District Vice-Presidents; (d) The District Chairman and District Vice-Chairmen; (e) Deputy District Commissioner(s); (f) Assistant District Commissioners; (g) The District Secretary and the District Treasurer; (h) District Scouters; (i) Other District Lay Members, including District Adviser; (j) Scouters, Instructors and Lay Members in Scout Groups of and in the District; (k) Chairmen of all Venture Scout Unit Executive Committees; and (l) Chairmen of all Rover Scout Crew Management Committees. |
Rule 3.9.3 |
The District Executive Committee The District Executive Committee is to support the District Commissioner in meeting his responsibilities and to provide support to Scout Groups in the District. The District Executive Committee shall meet at least once every four months to: (a) promote the development of Scouting in the District; (b) acquire cooperation and support from other organisations and the community; (c) secure financial support and raise fund for the District; (d) administer District finance and assets; (e) appoint sub-committees and ad-hoc groups, in consultation with the District Commissioner; (f) review and endorse the annual report including the audited financial statements of the District for approval at the Annual General Meeting of the District Scout Council; (g) approve the annual budget of the District; (h) plan recruitment of Leaders; and (i) attend other administrative matters of the District. |

Membership of the District Executive Committee The District Executive Committee consists of: (a) Ex officio Members (i) The Regional Commissioner (b) Elected Members (ii) The Deputy Regional Commissioner responsible for Districts (iii) The District Commissioner (iv) The District Chairman (v) District Vice-Chairmen (vi) Deputy District Commissioner(s) (vii) Assistant District Commissioners (viii) The District Secretary (ix) The District Treasurer Up to twelve persons may be elected by the District Scout Council at its Annual General Meeting as Elected Members, the actual number shall be by resolution of the District Scout Council and be approved by the Regional Commissioner. Not less than half of them shall be nominated by the District Commissioner. (c) Co-opted Members District Scout Council may co-opt members in the District Executive Committee which may include representatives of organisations and local authorities. The number of Co-opted Members shall not exceed that of the Elected Members. |
Rule 3.9.5 |
Sub-committee and Ad-hoc Group Membership Sub-committees and ad-hoc groups of the District Executive Committee may be established for specific purposes and their Members are nominated by the District Executive Committee. The District Commissioner and the District Chairman are Ex officio Members of all sub-committees and ad-hoc groups. |
Rule 3.9.6 |
Conduct of meetings in the Scout District (a) In meetings of the District Scout Council only Members as stated in 3.9.2 may vote. (b) In meetings of the District Executive Committee only Members as stated in 3.9.4(a) and 3.9.4(b) may vote. (c) 2.10.5 as applied to Meetings in Scout Groups applies in the same way to Meetings of the District Scout Council and District Executive Committee. |
