Rule 4 - The Scout Region
Rule 4.9 | The Regional Scout Council and Regional Executive Committee |
Rule 4.9.1 | The Regional Scout Council The Regional Scout Council supports and encourages the development of Scouting in the Region. Under the Chairmanship of the Regional President, it shall hold an Annual General Meeting in June or so soon as possible thereafter each year to: (a) receive the Annual Report of the Regional Executive Committee and the audited financial statements, and to send a copy of the Report to the Association Headquarters; (b) confirm the Regional Commissioner's nomination of the Regional President, Regional Honorary Presidents, and the Regional Chairman; (c) elect a Regional Vice-Presidents, Regional Vice-Chairmen, a Regional Secretary and Regional Treasurer; (d) appoint other Members of the Regional Executive Committee as defined in 4.9.4; (e) appoint a Regional Auditor; (f) ratify the budget of the Region for the current year as approved by the Regional Executive Committee; and (g) consider and approve any other matters concerning the Region. |
Rule 4.9.2 | Membership of the Regional Scout Council The Regional Scout Council consists of: (a) Ex officio Members (i) The Regional President
(b) Elected Members(ii) The Regional Commissioner (iii) Regional Honorary Presidents and Regional Vice-Presidents (iv) The Regional Chairman and Regional Vice-Chairmen (v) Deputy Regional Commissioners (vi) Assistant Regional Commissioners and Other Commissioners in the Region (vii) The Regional Secretary (viii) The Regional Treasurer (ix) District Commissioners in the Region (x) Other Regional Lay Members, including Regional Adviser (xi) Leader Trainers, Assistant Leader Trainers attached to the Region (xii) Presidents and Chairmen of all Districts in the Region (xiii) The Regional Scout Executive Up to twelve persons may be elected by the Regional Scout Council at its Annual General Meeting as Elected members, the actual number shall be by resolution of the Regional Scout Council and be approved by the Chief Commissioner. Not less than half of which shall be nominated by the Regional Commissioner. (c) Co-opted Members Members may be co-opted by the Regional Scout Council and may include representatives of organisations and local authorities. The number of Co-opted Members shall not exceed that of the Elected Members. |
Rule 4.9.3 | The Regional Executive Committee The Regional Executive Committee is to support the Regional Commissioner in meeting his responsibilities and to provide support for Scout Districts in the Region. The Regional Executive Committee shall meet at least every four months to (a) promote the development of Scouting in the Region; (b) acquire cooperation and support from other organisations and the community and to coordinate with Scout Districts; (c) secure financial support and raise fund for the Region; (d) administer Regional finance and assets; (e) appoint sub-committees and ad-hoc groups in consultation with the Regional Commissioner; (f) nominate Lay Members for election to the Regional Council in consultation with the Regional Commissioner; (g) review and endorse the annual report and audited financial statements of the Region for approval at the Annual General Meeting of the Regional Scout Council; (h) approve the annual budget of the Region; (i) attend other administrative matters of the Region. |
Rule 4.9.4 | Membership of the Regional Executive Committee The Regional Executive Committee consists of: (a) Ex officio Members (i) The Chief Commissioner
(b) Elected Members(ii) The Responsible Deputy Chief Commissioner (iii) The Regional Commissioner (iv) The Regional Chairman (v) Regional Vice-Chairmen (vi) Deputy Regional Commissioners (vii) Assistant Regional Commissioners (viii) The Regional Secretary (ix) The Regional Treasurer (x) District Commissioners in the Region (xi) Chairmen of all Regional Sub-Committees (xii) Chairmen of the Districts in the Region (xiii) The Regional Scout Executive Up to twelve persons may be elected by the Regional Scout Council at its Annual General Meeting as Elected members, the actual number shall be by resolution of the Regional Scout Council and be approved by the Chief Commissioner. Rule 4.9.5 |
Sub-committee and Ad-hoc Group Membership Sub-committees and ad-hoc groups of the Regional Executive Committee may be established for specific purposes and their Members are nominated by the Regional Executive Committee. The Regional Commissioner and the Regional Chairman are Ex officio Members of all sub-committees and ad-hoc groups. |
Rule 4.9.6 | Conduct of meetings in the Scout Region (a) In Meetings of the Regional Scout Council only Members as stated in 4.9.2(a) and 4.9.2(b) may vote. (b) In Meetings of the Regional Executive Committee only Members as stated in 4.9.4(a) and 4.9.4(b) may vote. (c) 2.10.5 as applied to Meetings in Scout Groups applies in the same way to meetings of the Regional Scout Council and Regional Executive Committee. |
