Rule 4 The Scout Region
Rule 4.7 Responsibilities of Regional Lay Members

Rule 4.7.1 The Regional President, Regional Honorary Presidents and Regional Vice-Presidents
(a) The Regional President is appointed to encourage the development of Scouting in the Region and to ensure that it can meet its financial requirements. This is an honorary appointment and the appointee does not carry administrative duties in the Scout Region.
(b) Regional Honorary Presidents and Regional Vice-Presidents are appointed to assist the Regional President to carry out his duties. In the absence of the Regional President, a Regional Vice President may act on his behalf.
Rule 4.7.2 The Regional Chairman and Vice-Chairmen
(a) The Regional Chairman is appointed to:
    (i) chair the Regional Executive Committee;
    (ii) sit in the Scout Council of the Association as an Ex officio Member;
    (iii) work closely with the Regional Commissioner to encourage the well-being and progress of Scouting in the Region;
    (iv) sit in Regional sub-committees and ad-hoc groups as an Ex officio Member
(b) Regional Vice-Chairmen are appointed to assist the Regional Chairman to carry out his duties. In the absence of the Regional Chairman, a Regional Vice Chairman may act on his behalf.
Rule 4.7.3 The Regional Secretary
The Regional Secretary is appointed to:
(a) act as Secretary of the Regional Scout Council and the Regional Executive Committee;
(b) co-ordinate the work of sub-committees of the Regional Executive Committee;
(c) distribute to all concerned information and instructions from the Association Headquarters, the Regional Scout Council and the Regional Executive Committee.
Rule 4.7.4 The Regional Treasurer
The Regional Treasurer is appointed to:
(a) advise the Regional Scout Council and the Regional Executive Committee on all financial matters;
(b) prepare, in consultation with the Regional Commissioner, an annual budget for approval by the Regional Scout Council at its Annual General Meeting;
(c) table at each Regional Executive Committee meeting and the Annual General Meeting of the Regional Scout Council a statement of accounts showing accurately the latest financial position of the Region;
(d) receive all monies on behalf of the Region and to keep account of all funds;
(e) pay out expenditures as authorized by the Region;
(f) open such bank account(s) as may be necessary in the name of the Region;
(g) ensure that funds allotted to the Region are properly accounted for;
(h) work closely with the Region and Districts in the Region in all matters related to fund raising;
(i) supervise the administration of Regional assets and equipment and ensure that proper inventories are maintained and proper insurance arranged;
(j) ensure that, if the Region and/or District in the Region which has a trust fund or an investment scheme, the rules of the trust fund or the investment scheme have been duly approved by the Association Headquarters.
