After 1937, China was at full-scale war in resisting her Japanese aggressor. There was a large influx of refugees pouring into Hong Kong. Hong Kong Scouts were in the forefront of services and aids to these war refugees. At the request of the Hong Kong Government, a Boy Scouts Air Raid Precaution Despatch Corps was set up for Air Raid Precaution, Air Raid Patrol, Dispatch Rider, Ambulance and First Aid Service.
The 1st Wood Badge training course was held in 1936 at Chai Wan Campsite.
