Rule 5The Association Headquarters
Rule 5.15 The Council of the Association

Rule 5.15.1 The Council of the Association is the supreme authority of the Association for promoting the Scout Movement in Hong Kong and shall consist of the following Members:
(a) Ex officio Members
    (i) The Chief Scout and the Deputy Chief Scout
    (ii) The Patron and Vice-Patrons
    (iii) The President
    (iv) The Chief Commissioner
    (v) Honorary Presidents and Vice-Presidents
    (vi) The Chairman and Deputy Chairmen
    (vii) Deputy Chief Commissioners and Assistant Chief Commissioners
    (viii) The Secretary and The Treasurer
    (ix) Deputy Regional Commissioners and Deputy Branch Commissioners
    (x) The Chairman of the Finance Committee
    (xi) The Chief Scout Executive, Deputy Chief Scout Executives and Assistant Chief Scout Executives
    (xii) Regional Presidents and Presidents of Subsidiaries
    (xiii) Regional Chairmen and Chairmen of Subsidiaries
(b) Elected Members
Not more than twenty persons may be elected by the Council at its Annual General Meeting for a term of one year who shall be eligible for re-election on the expiry of the term from the Members of the Association.
(c) Co-opted Members
Not more than twenty persons may be co-opted by the Council at its Annual General Meeting for a term of one year who shall be eligible for re co-option on the expiry of the term. The Chief Commissioner of the Hong Kong Girl Guides Association shall be co-opted if she is willing.
